Both the 360 and PS3 versions are actually region-locked. 
That said, the JP version of Arena is likely to have a higher MSRP, and as such, importing it might very well be cheaper. |

No, not necessarily. It's region-locked to the Americas, so assuming your PS3 is tied to the South American region, you're fine in buying our P4A version. In the event that you have a JP PS3, then you'd need to buy the JP P4U version. If you have a Euro PS3, then you'd be outta luck until a possible Euro localization occurs.
