Debilitate

I'm trying to rebuild some personas so I have an easier time dealing with Margaret on the 2nd Cycle. Thing is I can't seem to get Norn's Debilitate to transfer to anything.

Am I picking the wrong fusion candidates or is Debilitate just not transferrable at all?

It shouldn't be a restricted spell, but I do know that it's high level and therefore is given lower priority in spell transfers over weaker spells.

Both Debilitate and Heat Riser (equivalent to the "Charge" combo in DDS2) are non-transferable skills in P4.

Can't you just use Norn to apply debilitate?

Otherwise you can use Trumpeter, he learns it, but doesn't have any weaknesses.

Blocks darkness, absorbs ice, and reflects light and electricity.
