This is what wikipedia has to say:
'Shin Megami Tensei: NINE (真・女神転生 NINE?) is a Megami Tensei game released for the Xbox, released only in Japan. It was originally developed to be played as an MMORPG, but due to numerous delays it was released as a single-player only version with an online version planned to be released in the future. The online version was eventually canceled due to the poor sales of the Xbox in Japan.'

Already played through IMAGINE.
But I still would've liked to have seen NINE be localized.
Heck, with the way online gaming has been going on right now, the game could probably afford a remake.

From what I've heard you probably don't want to play this game, it isn't that good. It wasn't even made by Atlus.

^I wouldn't necessarily go by that. I have known a few people who said Nine wasn't great, but it wasn't that bad either.
As for the topic starter, you have to consider what Atlus USA was publishing in North America at the time Nine was released in Japan. Having a SMT title / related title localized back then was far from a guarantee and was pretty darn rare outside of a handful of titles.
