Do any enemies besides False King Alant use soul sucker?

The only reason I'm intrested is because i'm making a low lvl pvp char, and I'd like to get rid of my useless luck stat so I'll be an even lower level. That was I have extra points to put into extra stats. So if anyone knows it'd be really helpful.

Also does it lower stats other than just my highest stat?

Mephistopheles supposedly soul sucks. She appears on the second floor of the Nexus if your CT is pure black.

Yeah, she'll try to do it imediatly after you have finished all her assassination requests. So just dogde that and then you can pretty much pummel her.
