So, I guess most of you can access the velvet room now. There is a trick in JPN version that I would like to introduce here for you to try. I am not sure if it'd work in the US version. Let's see.
In Persona, you can only get Fool persona through fusion accident. Some JPN players figure out that by walking from the save point for a fixed number of steps, the player can trigger various kinds of fusions accidents, including mutation into Fool.
Fool persona has interesting skills, low SP consumption, and their property is "Strong against all attacks", making them very good persona for the front row. It's worth getting.
So, here are the steps, I wish it works in the US version and please post here if it does or does not.
0) First, make sure that you have some spell cards that allow you to perform a white color fusion (i.e. the symbols on the fusion grid should be white instead of red or blue)
1) Save in a mall (or the school if you play SQQ)
2) Restart the game by exiting back to the PSP page. Do not just restart by going through the reload in the game manual
3) Leave the save room, and then keep walking until when you stop in front of the velvet room, you have walked exactly 101 steps. (in SQQ, the one step inside the school clinic also counts)
4) Now, go ahead and perform a white color fusion. Do not add any stone or item. However, you may add fusion artifact or gem (which doesn't serve any purpose)
5) You should be able to get a Fool persona
There are totally three Fool persona, if your ingredient card levels are high, you'll get the stronger one.

Loading must be done after you turned on PSP or came back from pressing PS button.
Does not work with quick save/load in system menu. Must use save point.
Must be on safe area, encounter is Big NO-NO.
Also 211, 230 and 517 steps will work for Fool accident. (if you missed 101 steps)
Does entering the Velvet Room count towards one of those 101 Steps?
And if so. How can i get exactly 101 steps in the Mall on the "other side" on the SEBEC route?
No, hitting the wall doesn't count, the final pressing towards the velvet room door does not count.
Because i can't figure out how to get 101 steps if entering the Velvet Room counts as a step as no matter what i do the number of steps would always be an even number and never odd number.
In that case, try 230 steps. :)
And if entering the Velvet Room does not count as one of those steps then i am not sure what i am doing wrong. As i am counting out load so i know i haven't skipped any numbers but it doesn't seem to work for me...
Common reason is probably you have not restarted the game. Right after saving, you'd need to restart the persona game by returning to the PSP control panel once. In-game reloading does not work.
Does turning in place count as a step?
No, turning does not count.
Will try this.
EDIT: Worked like a charm and got Tenjiku Tokubei.
