Allthough if it's your first time playing the game I highly recommend you take the natural SEBEC route.

The SEBEC line is the "real" story of Persona. The Snow Queen is just a side quest/optional thing. You can not do both on a single play through. Also yes, the Snow Queen is much harder in general.
