On the SEBEC path, yes, you have to take Maki, Mark, and Nanjou, and the final party member can be chosen from Elly, Brown, Ayase, and Reiji.

But if you do the Snow Queen quest instead, Yukino and Ayase are required, and you can choose two from Elly, Brown, and Nanjou.
