Unable to recruit Oberon?

You're probably not high enough level.

Actually, I think it's because Oberon is a Skill demon, which can only be negotiated with during a new moon. (Or close to one, because I successfully recruited a Nekomata once at 1/8th.)

You also have to clear certain one of the quests in file 4,
otherwise Oberon would still refuse to join,
so does the fairy queen Titania.
