Well, I was looking at an advertisement for Phantom Brave: We Meet Again, and on the bottom it said "Distributed exclusively by Atlus U.S.A.", so, does that mean they handle the shipping for it (or all NISA games?), or something else? This is probably a stupid question, but I was wondering since I saw the ad.

Atlus USA has distributed NISA games in the past. But, most recent NISA games have been distributed by KOEI. I am guessing that Atlus still owns the rights (or it is just easier for Atlus) to distribute games that Atlus distributed for NISA in the past, such as Phantom Braves.

I think NISA has recently moved their distribution from KOEI to Atlus. I know Disgaea 3 was also distributed by Atlus.

^I think you would be incorrect in that assumption. I believe Atlus has distributed all the Disgaea games. Like I said before, Atlus probably has maintained some kind of right to the exclusive distribution of Disgaea brand games.
Also, from what I can tell all/most NISA games after Disgaea 3 (ATII, Mana Khemia Student Alliance ect) were distributed by KOEI.

It's most likely handled on a title by title basis, or has something to do with various contracts. Some of their future releases state KOEI. I wouldn't be surprised if they signed a deal to handle the Disgaea games through Atlus USA (since Atlus USA published the first game) and the Phantom Brave distribution contract might have included a clause for re-releases, or something along those lines.
Alternatively, they may have simply felt that one of the companies was better equipped to handle distribution of one title over another.

If that's the case then, I find it rather odd why NISA, which is located northwest of Atlus USA, would go all the way up to NorCal (KOEI) for a distribution deal.
**For the record, both NISA & Atlus USA are in the OC.

so does Atlus do any translation for NIS or do they simply produce the discs?
