It looks good but why cant I hear any of the voices? Does this mean it will have English dub after all? It doesn't matter because im still getting it.

Considering that some of the skill names were just romajized (horrible word, I know!!!) it would make no sense to use English voiceovers. As for the English ones, it's possible they were already written that way, just with katakana of course. So in a sense there is likely going to be some English voicework, just by Japanese actors ;)
