So anyone mind comenting on what this is all about, and how it will affect us in the near future? Not sure if I can catalog this as good or bad.

I like the idea. It makes me think of "If it isn't broken, do not fix it" type of thing where they have partnered up in the past and brought us great games.
I don't think it can be labeled good or bad either just because there are always at least one rotten apple in the bunch, so I mean they won't deliver everytime. However, I have liked everything they have done together thus far, and I already have their upcoming KitN pre-ordered, so imho they're already doing pretty well together.
This just seems more of a formal announcement as the article said, whereas I am sure before it was an unspoken agreement.

I don't think it will effect NA at all. Sting will make games and Atlus will publish those games in both Japan an NA. It is a similar situation to S-E being the exclusive publisher of tri-Ace titles.
If anything this will probably be positive as Atlus can help Sting out more directly with development and that sort of stuff.

That's in Japan. If anything, it might give Atlus USA first rights of refusal for NA publishing rights, but I'm just hypothesizing here.

This seems like a good move. I hope it means NA can get some really good titles.

Sting makes games like Yggdra Union, Riviera, and Dokapon. These were already released in America through Atlus, but the new agreement appears to be more formal, with Atlus handling publishing duties both in Japan and abroad.
Not quite sure of this myself, but the above statement seems to contradict you.

Abroad doesn't necessarily mean America, you know? There's a huge Asian market outside of Japan, which is often handled by Japanese companies.
Besides, if anyone really knows what's up, it would be Onion of Mystery.

Great point, I would definitely take the word of someone at IGN over an Atlus USA employee.
I think you may just be taking the quote from the IGN article out of context. Atlus USA does in fact handle publishing duties when they publish Sting games in NA. That doesn't necessarily mean they have a contract for exclusive rights to publish Sting games in NA.

It doesn't surprise me at all. I though it was a done deal seeing how all Sting games have been published/localized by Atlus JP/USA for quite some time now.

They probably did, but I would assume that Atlus is a much larger publisher capable of getting more copies out on the market for cheaper.
