Maybe I'm retarded, but I have yet to be able to raise his Social Link Rank.
Does he even have one? And if so when and where can I start raising that (or is it automatic?). It's September already.

He's either in front of the textile shop in the shopping district, or in the first floor of the Practice building in school. I actually enjoyed raising his level quite a bit.

P.S.: He might not appear until you talk to another schoolgirl who's talking about him bullying other bullies. It might be a pre-requisite, it might not.

from june 9th onward, talk to the girl in the 2F hallway ofthe classroom building near the main staircase(thuesday, thursday, and saturday when it isnt raining) then talk to Kanji.
