It's a cellphone game that was released a couple weeks ago set several (A decade?) years before the main Persona 3 game with Aegis as main character. ~500 Yen, works with FOMA cellphones.

Are there any other spin-off games based on Persona 3 besides this? I wonder if the manga would also cover this part of the story.

Yes, there is a prequel cellphone game also. And don't bother requesting for any of them because mobile games don't really do well here in the states. Plus Atlus USA can't do that kind of stuff.
